Moore-Miller Administration Announces Updated Curriculum for New Drivers
GLEN BURNIE, MD –The Maryland Department of Transportation Motor Vehicle Administration (MVA) today announced an updated Maryland Rookie Driver curriculum designed to provide new drivers with clearer, more engaging and up-to-date safety information as they prepare to become licensed drivers.
The curriculum updated under the Moore-Miller Administration, is the first comprehensive update since 2017 and includes new information on work zone safety, updated content on technology in today’s modern vehicles and new safety videos designed to enhance classroom instruction.
The MVA developed and refined the curriculum with input from safety advocates as well as driving schools across Maryland to ensure materials meet the needs of instructors and new drivers. Several driving schools participated in a pilot program earlier this year.
“We are serious about safety at the MVA, and driver education is one of our most important tools for preparing new drivers to make safe decisions behind the wheel,” said Motor Vehicle Administrator Chrissy Nizer, who also serves as Governor Wes Moore’s Highway Safety Representative. “This updated curriculum gives instructors new tools and gives students information that reflects the realities they will encounter on today’s roads. We are grateful to the driving schools that helped us test and refine these materials and strengthen driver education for Maryland’s newest motorists.”
The MVA also redesigned Maryland Rookie Driver’s Manual, which presents the same safety standards and requirements as previous versions in a clearer, more accessible format.
The manual was reviewed by the Maryland Highway Safety Office to ensure its content reflects current safety recommendations, including those made by the Governor Moore’s Work Zone Safety Work Group.
The manual also aligns with Executive Order 01.01.2024.25 and the Moore-Miller Administration’s commitment to providing State resources in plain language. Earlier plain-language initiatives implemented by the MVA contributed to a 15 percent improvement in the non-commercial learner’s permit pass rate.
The manual features concise wording and explanations, improved organization and updated information on vehicle technology to help new drivers understand modern safety features. The redesigned Rookie Driver’s Manual is available online.
