How the middle tier and school leadership close the gap between policy and the classroom
As attention grows around how to improve the implementation of education policies, governments are increasingly recognizing the role that middle-tier actors and school leaders play, and their potential to improve learning outcomes. Many are now looking for ways to strengthen these actors. But while the evidence on their potential is clear, exactly how to strengthen their leadership remains uncertain for many policy-makers.
While this offer focuses specifically on middle-tier and school leadership, it also draws on IIEP's broader expertise in leadership development, including dedicated work on gender-transformative leadership and the advancement of more inclusive and equitable leadership systems. IIEP works with countries to bridge the gap between policy and practice through a modular and flexible approach that combines evidence-based diagnosis, leadership development, and system-level reform, rather than a one-size-fits-all package:
- Diagnosis: a shared, evidence-based assessment of district and school leadership capacity, drawing on data analysis, stakeholder consultations, and gender analysis.
- Leadership development: building the skills, confidence, and professional identity of middle-tier and school leaders through training, mentoring, peer learning, and gender-transformative leadership initiatives; spanning AI-supported digital tools, the soft skills leaders need to guide and motivate others, and attention to health and wellbeing for both staff and students.
- System-level reform: clarifying roles, career pathways, and the standards and data systems that let leaders act effectively long-term.
The aim is to equip leaders to drive change within a system built to support them.
The three modules connect, but don't have to be adopted as a package. Ministries can start wherever their priorities point – diagnosis, a leadership academy, or career-pathway reform – and sequence or combine modules as their context demands.
